This is Quebec City at its most quintessentially Canadian - expect highs of -7°C (19°F) and lows that regularly hit -18°C (0°F). The Winter Carnival kicks into gear mid-month, transforming the Plains of Abraham into a snow sculpture gallery.
Still brutally cold with similar temperatures to January. But marginally drier with 2.6 inches of precipitation. The ice hotel near the city opens fully, and the frozen St. Lawrence becomes a playground for locals practicing their ice fishing.
